Skills-based recruiting
As workforce shortages continue to grow and traditional talent pipelines become less reliable, employers must expand how they identify, recruit, and retain skilled workers.
Expanding Access to Talent
Many existing hiring systems unintentionally exclude capable candidates through rigid credential requirements, automated screening tools, and hiring practices that
Highly qualified candidates, including veterans, military spouses, formerly incarcerated individuals, older workers, people with disabilities, and other nontraditional job seekers, represent an often-overlooked source of talent that can help organizations address critical workforce challenges.
This initiative will help employers reimagine workforce readiness by promoting inclusive hiring infrastructure, skills-based recruitment, and strategic partnerships that connect organizations with broader talent pools. By redesigning systems rather than lowering standards, employers can create fair and effective pathways that help identify the best candidates while strengthening workforce resilience, innovation, and long-term retention.
Key Objectives
Develop practical strategies, resources, and partnerships that help employers expand access to qualified talent through more inclusive and effective workforce systems.
Increase Employer Awareness of Untapped Talent Pools
Educate employers about the value and potential of nontraditional talent populations, including veterans, military spouses, formerly incarcerated individuals, older workers, and individuals with disabilities. Provide evidence-based information that helps organizations recognize skills and capabilities that may be overlooked through traditional hiring practices.
Promote Skills-Based and Inclusive Hiring Practices
Encourage employers to review hiring processes, job descriptions, and screening systems to reduce unnecessary barriers that may exclude qualified candidates. Support the adoption of skills-focused recruitment and assessment practices that evaluate applicants on their abilities and potential rather than solely on credentials or employment history.
Strengthen Workforce Partnerships
Build connections among employers, workforce development organizations, educational institutions, community partners, and industry leaders to create sustainable talent pipelines. Foster collaborative approaches that support recruitment, retention, and career advancement opportunities for a broader range of workers.
